On December 25th, the Publicity Department of the Gansu Provincial Committee of the Communist Party of China held a work promotion meeting for the National Social Science Foundation projects and the provincial social science planning projects, thoroughly studying and implementing the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China,earnestly studying and implementing Xi Jinping’s cultural ideas and Xi’s important discourses on philosophy and social sciences, summarizing work, exchanging experiences, analyzing problems, and assigning tasks, so as to create a new situation and achieve new results in the work of philosophy and social sciences throughout the province.
The meeting pointed out that the National Social Science Foundation projects and provincial social science planning projects are important carriers for building an independent knowledge system of China's philosophy and social sciences, important platforms for cultivating social science talent teams, and important ways to serve the decision-making of the Party committee and the government. Doing a good job in social science projects is of great significance for promoting the implementation of the Party's innovative theories and serving the modernization drive of Gansu Province.
The meeting demanded that we closely follow the overall situation of the center, accurately grasp the needs of national and Gansu's development and the capabilities of social science work, identify the entry points and key areas of focus, and demonstrate new achievements in serving the overall situation. First, we must hold a high position to firmly grasp the correct research direction, continuously deepen the chemical and physical research and interpretation of the Party's innovative theoretical system, focus on accelerating the construction of an independent knowledge system of Chinese philosophy and social sciences, proactively carry out research on major theoretical and practical issues of the province's development during the "15th Five-Year Plan" period, and strengthen research on the creative transformation and innovative development of excellent traditional culture in Gansu. Second, we must implement social science projects to a high standard, enhance the systematicness and foresight of project cultivation, improve the organization level of project application, strengthen the refined management throughout the process, and increase the quality and influence of research results. Third, we should promote the overall development of social science work in a high-quality manner, strengthen the leading role of discipline construction, consolidate the support of research platforms, expand the strength of the talent team, deepen the reform of the evaluation system, and create a favorable academic environment for social science research.
The meeting emphasized that efforts should be made to take the implementation of the innovation project of philosophy and social sciences and the construction of an independent knowledge system of philosophy and social sciences with Chinese characteristics as the overall handle, adhere to problem-oriented, goal-oriented and result-oriented approaches, and strive to build a powerful working synergy featuring top-down linkage, left-right coordination and joint management. First, we must strengthen the implementation of responsibilities, regularly study and deploy, coordinate and advance, and tighten and solidify the responsibilities of all aspects of work. Second, we should increase support, strengthen policy guarantees, and improve and perfect the working mechanisms for project early-stage cultivation, application mobilization, topic planning, guidance and argumentation, etc. We should form a sound support system in terms of scientific research guarantee, team building, and the transformation and application of achievements. Third, we must foster a favorable ecological environment. We should adhere to the combination of focusing on projects, works and the environment, and improve a scientific research integrity system covering the entire process of education, prevention, supervision and punishment. We must resolutely prevent academic misconduct, short-sight-seeking, piecing together and shoddy work in project research, and cultivate a fine academic atmosphere that values quality, is rigorous in scholarship, emphasizes integrity and takes responsibility.
The meeting reported on the project approval situation of the National Social Science Foundation in Gansu Province in 2025 and the project approval and conclusion situation of the provincial social science planning project. In 2025, Gansu Province was approved for a total of 119 annual projects of the National Social Science Foundation, a significant increase from 93 last year, with a growth rate of 27.96%. A total of 95 national social science projects have been completed, among which 9 were rated as excellent, with an excellent rate of 9.47%, representing a significant increase compared to 2024.
At the meeting, six institutions including Lanzhou University, Northwest Minzu University, Northwest Normal University, Lanzhou University of Finance and Economics, Gansu University of Political Science and Law, and the Dunhuang Academy respectively made exchange speeches on the construction of social science platforms, organized scientific research, and the management of project application research.
