On June 29, the "Law Safeguarding China" Academic Seminar on the 10th Anniversary of the Implementation of the National Security Law was held in Beijing. The seminar was jointly organized by Capital Normal University, the University of International Relations, and China University of Political Science and Law. More than 10 experts and scholars from the organizing institutions, as well as Chinese Academy of Social Sciences, Peking University, Nankai University, Jilin University, China People's Police University, and Southwest University of Political Science and Law, participated in discussions and exchanges around the theme. Relevant leaders from the National Law Office of the Legislative Affairs Commission of the National People's Congress, the First Legislative Bureau of the Ministry of Justice, the Office of the National Security Commission of the Beijing Municipal Committee of the Communist Party of China, and the Office of the National Security Commission of the Haidian District Committee of the Communist Party of China attended the seminar to provide guidance.
The seminar noted that the National Security Law of the People's Republic of China, promulgated and implemented on July 1, 2015, is an important piece of legislation guided by the strategic concept of the holistic approach to national security and embodies a broad perspective on security. Over the past decade of its implementation, the National Security Law has effectively ensured the implementation of the holistic approach to national security, significantly advanced the modernization of the national security system and capabilities, and robustly safeguarded high-quality development and high-level security.
The seminar focused on theoretical discussions and academic exchanges on topics such as the guiding relationship between the holistic approach to national security and the National Security Law, the contemporary characteristics and Chinese features of the National Security Law, the construction of the national security legal system, the practical achievements of the National Security Law over the past decade, the institutional innovations and effectiveness of the Hong Kong National Security Law, and prospects for the next decade of the National Security Law's implementation. The seminar also proposed countermeasures and suggestions for advancing the high-level implementation of the National Security Law and improving the construction of the national security legal system in the new era and on the new journey.
