On December 18, the "Sichuan University National High-End Think Tank Construction Forum 2025" was grandly held at Wangjiang Campus of Sichuan University. More than 50 experts and scholars from pilot units of national high-end think tank construction, such as the Chinese Academy of Sciences, the Chinese Academy of Social Sciences, Tsinghua University, and Zhejiang University, as well as renowned universities and think tanks across the country and within the province, engaged in exchanges and discussions on topics including the functional positioning, mechanism innovation, and achievement transformation of national high-end think tanks.
At the opening ceremony, Chu Liangyin, Executive Vice President of Sichuan University, delivered a welcome speech. He stated that as a national high-end think tank construction unit designated by the Publicity Department of the Central Committee of the CPC, Sichuan University has established the Think Tank Office and built multiple national-level think tank platforms, such as the China South Asian Research Center. These initiatives have yielded significant achievements in policy consultation, mechanism innovation, and external communication, contributing "Sichuan University wisdom" to the development of new think tanks with Chinese characteristics.
Qu Xiaohua, Secretary of the Party Leadership Group of the Sichuan Federation of Social Sciences, introduced the practical experience of Sichuan in building a distinctive think tank landscape in his speech. He expressed expectations for Sichuan University to further leverage its role as a demonstrative and leading force in the construction of national high-end think tanks.
In his keynote speech titled "Economic Analysis and Policy Analysis," Wang Shouyang, Director of the Center for Forecasting Science at the Chinese Academy of Sciences, explained the role of think tank research in national decision-making from a global perspective with case studies and offered suggestions for the construction of national high-end think tanks. Experts including Xu Jiuping, Distinguished Professor of Sichuan University; Rong Ying, Liberal Arts Chair Professor of Sichuan University; Yang Ying, President of the Sichuan Academy of Social Sciences; Guo Yong, Secretary of the Party Committee of Sichuan Normal University,etc. shared their insights and suggestions on topics such as the construction of decision-making empowerment mechanisms, interdisciplinary collaboration, core functional development, optimization of think tank organizational structures, innovation in achievement transformation, application of the "revolving door" system, development of distinctive think tanks, and the establishment of evaluation systems. Cao Shunqing, Distinguished Professor of Sichuan University, and Yan Shijing, Deputy Director of the University Affairs Committee, chaired the keynote speech and thematic presentations, respectively.
During the thematic presentation session, Yang Yongheng, Director of the Liberal Arts Development Office and Think Tank Center at Tsinghua University, shared Tsinghua's experience in building a systematic think tank system with a "unified university-wide approach," as well as successful explorations in applying artificial intelligence to think tank research. More than ten experts and scholars, including Xiong Ping, Vice Chairman of the Chengdu Federation of Social Sciences, and Chen Xiaojun from the Second Research Office of the Sichuan Provincial Party Committee Policy Research Office, delivered speeches on topics such as high-end think tanks serving national strategies and local high-quality development, and the construction of new think tanks in Sichuan.
The forum conducted in-depth discussions on the pathways and mechanisms for constructing national high-end think tanks, consolidated consensus on development, and injected new momentum into Sichuan University's efforts to deepen the construction of national high-end think tanks and better serve national strategies.
